Any carrier operating commercial motor vehicles across state lines, or transporting goods that move in interstate commerce — including intrastate legs of an interstate shipment.
By the total number of commercial vehicles owned, leased, or operated, grouped into six brackets. Fleet size, not driver count, sets your bracket.
